SA Legislative Council Select Committee into Illegal Drugs and Drugs of Dependence

After four years of research, hearings and weighing evidence the South Australian Legislative Council (Upper House) Select Committee into Illegal Drugs and Drugs of Dependence released it's final report in 1995

.HEMP presented evidence before the inquiry and submitted a 40 page submission to the Committee that was taken on board in a big way!

The Committee recommended in a majority report that Cannabis laws be changed here in SA, to a system of Regulated Availability...

The Select Committee's Final Recommendations re Cannabis:

Scientific clinical trials be undertaken for the use of Cannabis in medical and therapeutic applications.

If no other changes are adopted then the Committee recommends that changes to the CEN system "on-the-spot" fines) are made to ensure that people contesting notices do not receive criminal convictions if they are found guilty.

They also recommended that previous criminal convictions be expunged.

On the basis of supporting harm minimisation policies, laws relating to the use of cannabis paraphernalia be repealed (i.e., the sale and possession of bongs and pipes would be legal).

The Committee recommended that SA adopt a model of regulated availability.

This would allow for legal homegrowing of personal quantities and also allow Amsterdam-style coffee shops to sell Cannabis.
